The 'network of networks' that is the Internet is one of the critical infrastructures of the 21st century. It reshapes our access to the world, exerting its impact on everyday life and work, governance and democracy, the economy, learning and research.

While extending new opportunities to an ever-wider population globally, it also creates new challenges in the social, legal, ethical, institutional, political and technical spheres.

Named in honour of OII’s visionary founding donor, Dame Stephanie Shirley, the Shirley Scholars Fund helps current and future students to focus on their studies without having to worry about financial pressures.

Receiving tuition funding from the Shirley Scholars Fund has enabled me not only to focus on my research without the stress of finances but has also greatly increased my confidence as a researcher. I truly feel that my work on political communication in Ukraine is valued within the OII and that my findings can have an impact on the scholarly and international community.
